Như đã nói ở trên,NHNN trực tiếp điều hành và quản lý dự trữ ngoại hối nhằm mục đích ngăn ngừa ngắn hạn quá lớn về tỷ giá,do hậu quả của một số biến động trên thị trường. Vì vậy mục đích của việc quản lý dự trữ ngoại hối là để đảm bảo cho một quốc gia luôn luôn trong trạng thái có thể thanh toán các khoản nợ đúng hạn và có thể giải quyết những dao động về tỷ gia ngoại hối trong ngắn hạn.Đồng thời sử dụng chính sách ngoại hối như một công cụ có hiệu lực để thực hiện chính sách tiền tệ, thông qua mua bán ngoại hối trên thị trường để can thiệp vào tỷ giá khi cần thiết,nhằm ổn định giá trị đối ngoại của đồng tiền.
