Xuất phát từ những kết quả bước đầu của Festival Việt - Pháp 1992 giữa thành phố Huế và Codev Việt Pháp, tỉnh Thừa Thiên Huế đã sớm hình thành ý tưởng tổ chức một Festival với qui mô lớn hơn, chất lượng cao hơn. Ý tưởng ấy đã được sự đồng tình của nhiều bộ, ngành Trung ương và Ðại sứ quán Cộng hòa Pháp tại Việt Nam. Tháng 10 năm 1998, Chính phủ đã có quyết định cho phép tỉnh Thừa Thiên Huế phối hợp với Ðại sứ quán Pháp tại Việt Nam tổ chức Festival Huế 2000.

Ngay sau đó, các nhóm chuyên gia kỹ thuật Việt - Pháp đã phối hợp khẩn trương chuẩn bị theo hướng tổ chức Festival Huế 2000 là một sự kiện văn hóa lớn của Việt Nam, vừa có quy mô quốc gia và có tính quốc tế, thu hút sự tham gia của các vùng văn hóa tiêu biểu ở Việt Nam và tiếp cận với nghệ thuật đương đại của Pháp, gắn mở rộng giao lưu văn hóa với phát triển kinh tế du lịch, từng bước tiếp thu công nghệ Festival quốc tế, xây dựng Huế xứng đáng là thành phố Festival của Việt Nam.
