Khủng bố không phải là hiện tượng mới, song trong bối cảnh toàn cầu hoá hoạt động khủng bố có sự lan toả rộng hơn, qui mô và mức độ gia tăng quyết liệt hơn và hình thức tinh vi hơn. Điều đó đòi hỏi cần có sự nhìn nhận toàn diện hơn về bản chất và các giải pháp, hình thức chống khủng bố.
Theo quan niệm truyền thống khủng bố được xem là hành động dùng bạo lực làm cho khiếp sợ để hòng khuất phục một ai đó. Hành động khủng bố đã có từ rất xa xưa trong lịch sử phát triển của loài người. Cùng với quá trình quốc tế hoá các hoạt động kinh tế và chính trị qui mô các hoạt động khủng bố từ giới hạn quốc gia đã vượt ra biên giới và mang tính quốc tế. Nửa sau của thế kỷ XX hoạt động khủng bố có tính chất toàn cầu, ngày càng tác động lớn đến đời sống kinh tế chính trị quốc tế
