Mọi hoạt động sản xuất - kinh doanh - xã hội của xí nghiệp, phải được phản ánh trong một kế hoạch sản xuất - kỹ thuật - tài chính - xã hội thống nhất theo kế hoạch 5 năm và kế hoạch hàng năm. Kế hoạch do xí nghiệp chủ động xây dựng lên theo phương hướng, mục tiêu, nhiệm vụ kế hoạch Nhà nước theo nguyên tắc hoạch toán kinh tế và kinh doanh xã hội chủ nghĩa, nhằm đáp ứng nhu cầu của nền kinh tế quốc dân và đem lại hiệu quả kinh tế cao.
Phải lấy các định mức kinh tế - kỹ thuật được cấp có thẩm quyền quy định làm căn cứ cho việc xây dựng kế hoạch và xét duyệt và hoàn thành kế hoạch. Xí nghiệp chủ động xây dựng các loại định mức được phân cấp trình các cấp có thẩm quyền xét duyệt và ban hành.
Kế hoạch toàn diện của xí nghiệp bao gồm các bộ phận kế hoạch sản xuất và tiêu thụ sản phẩm; vật tư - kỹ thuật, vận tải; lao động, tiền lương; đầu tư xây dựng cơ bản; khoa học - kỹ thuật; giá thành; tài chính, tín dụng; đời sống xã hội v.v... và được thể hiện bằng hệ thống các chỉ tiêu hiện vật và giá trị.

Kế hoạch sản xuất và tiêu thụ sản phẩm do xí nghiệp chủ động xây dựng, căn cứ vào những mặt sau đây: Phương hướng, mục tiêu, nhiệm vụ kế hoạch Nhà nước do cơ quan quản lý cấp trên hướng dẫn; đề án sắp xếp, tổ chức lại sản xuất; các thông tin kinh tế - kỹ thuật; kết quả điều tra nhu cầu thị trường các đơn vị đặt hàng; các hợp đồng kinh tế ký kết giữa xí nghiệp với các tổ chức kinh doanh vật tư, tiêu thụ sản phẩm, vận tải, dịch vụ ...
Xí nghiệp được quyền chủ động tổ chức hoặc tham gia các hình thức liên kết và hợp tác sản xuất với các tổ chức kinh tế khác, nhưng phải phản ánh vào kế hoạch của xí nghiệp và báo cáo cơ quan quản lý cấp trên trực tiếp. Trong quá trình thực hiện nếu còn tiếp tục mở rộng khả năng hợp tác sản xuất, kinh doanh thì cũng phải bổ sung vào kế hoạch và báo cáo lên cơ quan quản lý cấp trên trực tiếp.

- Kế hoạch đầu tư xây dựng cơ bản
Xí nghiệp chủ động trong việc bảo quản, duy trì và sử dụng có hiệu quả tài sản cố định được Nhà nước giao; được quyền xử lý những tài sản cố định không dùng đến theo qui định của Nhà nước; được mua sắm hoặc đổi mới tài sản cố định để đáp ứng yêu cầu của sản xuất.

-Các kế hoạch vật tư - kỹ thuật; lao động, tiền lương; giá thành; tài chính; tín dụng được xây dựng theo các quy định của Hội đồng Bộ trưởng về bảo đảm vật tư - kỹ thuật, tổ chức lao động, ngân hàng, tài chính. Uỷ ban kế hoạch Nhà nước cùng các cơ quan liên quan sẽ hướng dẫn cụ thể.
