1. Phạm vi và mức độ mà Chi nhánh dự kiến thành lập tại Myanmar phải chấp hành quy định của cơ quan quản lý nhà nước tại Việt Nam

- Được phép kinh doanh các ngành nghề, lĩnh vực được luật TCTD Việt Nam cho phép. BIDV thể hiện rõ ràng tại mục 4.3.2 bộ hồ sơ này.
- Chấp hành các quy định về báo cáo số liệu kế toán theo quy định của NHNN Việt Nam như đối với một chi nhánh hoạt động trong nước.
- Chấp hành sự kiểm tra trực tiếp của NHNN Việt Nam (trên vai trò cơ quan quản lý nhà nước trực tiếp đối với BIDV). Ngoài ra chi nhánh BIDV có thể chịu sự kiếm tra, giám sát của các cơ quan chức năng Việt Nam như: Bộ Kế hoạch & Đầu tư, Bộ Tài chính.
- Chấp hành các quy định của Bộ Ngoại giao về các quy định của tổ chức, doanh nghiệp của Việt Nam hoạt động tại Myanmar, không làm phương hại, ảnh hưởng đến an ninh, chính trị, thương mại…nhằm mục đích phát triển quan hệ thương mại, kinh tế cho thị trường Myanmar và Việt Nam trên quan điểm hai bên cùng có lợi, không làm làm phương hại đến quan hệ ngoại giao, kinh tế giữa hai nước Myanmar và Việt Nam hoặc các nước khác.
