Bà Rịa-Vũng Tàu là một tỉnh ven biển Đông Nam Bộ với nhiều lợi thế về phát triển công nghiệp nặng và du lịch. Với tiềm năng lớn về dầu khí, kinh tế Bà Rịa-Vũng Tàu phụ thuộc lớn vào hoạt động khai thác dầu mỏ. Theo thống kê, hoạt động khai khoáng chiếm tới 86,4% tổng sản phẩm ngành công nghiệp và xây dựng, và đóng góp 73,5% vào GDP của tỉnh giai đoạn 2010-2014. Do vậy, khi tính cả dầu khí vào GDP, tăng trưởng kinh tế của tỉnh Bà Rịa-Vũng Tàu sẽ phụ thuộc lớn vào tăng trưởng ngành công nghiệp khai khoáng.
Trong giai đoạn 2011-2015, ngoại trừ năm 2012 tăng trưởng kinh tế đạt 8%, trong đó ngành khai khoáng tăng trưởng với tốc độ 9,5%, các năm còn lại Bà Rịa-Vũng Tàu đều chứng kiến tốc độ tăng trưởng tương đối thấp. Kinh tế năm 2011 chỉ đạt mức dưới 2% trong khi hai năm 2013-2014 cũng chỉ đạt tương ứng 2,8% và 2,4%. Điều này khiến cho trung bình cả giai đoạn này tăng trưởng kinh tế của tỉnh chỉ đạt 3,7%/năm (4,2%/năm).
