Theo kết quả thanh tra Chuyên đề về cổ phần hoá (CPH) DNNN trong năm 2009 của Thanh tra Chính phủ (TTCP), tình trạng thất thoát tài sản nhà nước diễn ra trên diện rộng, dưới rất nhiều hình thức. Có đến 172/189 DN thuộc diện thanh tra có sai phạm để thất thoát tài sản. Dưới đây là một số chiêu thức “hô biến” tài sản nhà nước tiêu biểu.
Chiêu 1: Tài sản nhà nước “bị lãng quên”
Đây là sai phạm điển hình nhất trong công tác CPH DNNN. Bắt đầu thường là việc kiểm kê, phân loại tài sản không đúng với thực tế đang sử dụng, hoặc thường cố tình “quên” nhiều tài sản khác. Ví dụ, tại Công ty Địa ốc Tân Bình (TP.HCM), khi kiểm kê đã bỏ ngoài 2 căn nhà trị giá hơn 2,23 tỷ đồng và 48 căn hộ chung cư. Hoặc tại Công ty cổ phần Kinh doanh và Xuất nhập khẩu thuỷ sản Cái Đôi Vàm - Cà Mau (Cadovimex), khi kiểm kê đã bỏ ngoài 8 loại tài sản trị giá hơn 2,4 tỷ đồng...
Cùng dạng thức này là việc chuyển tài sản đang sử dụng vào danh mục tài sản không cần dùng chờ thanh lý, để đến khi CPH xong sẽ hợp thức hồ sơ mua theo giá thấp hơn giá thực tế.

Chiêu 2: Định giá thấp phần vốn nhà nước
