- Cho các hộ dân hoặc nhóm hộ trong thôn vay để thực hiện các hoạt động sản xuất kinh doanh nhỏ tạo thu nhập, phát triển kinh tế hộ. Giai đoạn mới thành lập, các Quỹ ưu tiên cho vay các hộ có khả năng về sản xuất và hoàn trả vốn. Cho vay là hoạt động ưu tiên của các Quỹ phát triển thôn ở Hà Giang nhằm mục đích bảo toàn vốn Quỹ.
- Chi trả thù lao cho người dân tham gia nhận khoán thực hiện các nhiệm vụ duy tu, bảo dưỡng các công trình giao thông, thủy lợi, kênh mương và bảo vệ rừng;
- Sử dụng cho các hoạt động chung của thôn: Căn cứ nguồn lực của quỹ và điều kiện thực tế của từng thôn, Ban phát triển thôn họp với các hộ dân để thống nhất việc sử dụng Quỹ cho các hoạt động của thôn;
- Trang trải các khoản chi phí quản lý quỹ theo tỷ lệ trích tại qui chế quản lý đã được UBND xã phê duyệt.
Thực tế tại huyện Xín Mần cho thấy, hiện nay Quỹ PTCĐ thôn chỉ được sử dụng để cho vay phục vụ sản xuất ngoài ra chưa sử dụng vào công việc chung của thôn như tu sửa nhà văn hóa, đường giao thông thôn...
Việc Quỹ cho hộ dân trong thôn vay được tiến hành theo qui trình sau: (i) hộ có nhu cầu đề nghị xin vay; (ii) Ban phát triển thôn lập danh sách các hộ xin vay, đưa ra thôn họp bình xét các hộ đủ điều kiện vay (ưu tiên các hộ có khả năng sản xuất và hoàn vốn cho vay trước); (iii) sau khi thôn thống nhất thì Ban phát triển thôn tiếp tục bình xét lần nữa và quyết định lựa chọn hộ được vay.
