Kế hoạch huy động lực lư¬ợng, phương tiện chữa cháy
2.1. Lực lượng chữa cháy cơ sở
Khi xảy cháy, nổ (xe chữa cháy của lực lượng chuyên nghiệp chưa đến) thì Ban chỉ huy chữa cháy của cơ sở là người chỉ huy chữa cháy.
- Báo động cháy toàn bộ cơ sở bằng kích hoạt nút ấn chuông báo cháy và gọi điện thoại đến các nơi sau:
- Báo động cháy bằng các phương tiện báo động của cơ sở: loa thông báo và hệ thống chuông báo cháy. Sau khi nghe hiệu lệnh báo cháy, toàn bộ đội PCCC cơ sở tập trung tại vị trí tập kết, chuẩn bị triển khai theo phương án.
- Gọi điện báo cháy báo cháy cho lực lượng chữa cháy chuyên nghiệp số 114.
- Gọi điện báo cáo tình hình cháy với ban Lãnh đạo cơ sở.
- Đội PCCC cơ sở triển khai chữa cháy:
+ Tổ 1: sử dụng bình chữa cháy xách tay chữa cháy giả định tại tầng 8 (02 người).
+ Tổ 2: triển khai 01 họng nước chữa cháy vách tường tại tầng 8 gần khu vực bị cháy (02 người).
+ Tổ 3: hướng dẫn thoát nạn trong các khu vực tòa nhà và tập hợp về vị trí tập kết (04 - 05 người).
+ Tổ 4: cắt điện khu vực cháy (02 người).
+ Tổ 5: đón và hướng dẫn xe của lực lượng chữa cháy chuyên nghiệp vào vị trí thuận lợi để triển khai công tác chữa cháy và CNCH (01 người).
+ Tổ 6: thực hiện sơ cấp cứu ban đầu người bị nạn, sau đó giao cho lực lượng cấp cứu 115 (02 người).
+ Tổ 7: phối hợp với các cơ quan chức năng bảo vệ hiện trường (01 – 02 người).
Khi lực lượng chữa cháy chuyên nghiệp đến, đồng chí chỉ huy lực lượng PCCC cơ sở báo cáo tình hình, diễn biến của đám cháy, đường giao thông, nguồn nước trong khu vực cháy, công tác cứu nạn, thoát nạn, cứu tài sản, trao quyền chỉ huy chữa cháy cho lực lượng chữa cháy chuyên nghiệp, tiếp tục tổ chức lực lượng của cơ sở cùng tham gia chữa cháy. Cung cấp sơ đồ bố trí mặt bằng cơ sở cho lực lượng chữa cháy. Hỗ trợ cho lực lượng Cảnh sát PCCC theo sự phân công của chỉ huy chữa cháy thành phố, hướng dẫn nguồn nước chữa cháy, hỗ trợ triển khai đường vòi...
* Ban chỉ huy cuộc diễn tập đặt tại sân trước toà nhà. BCH lực lượng PCCC cơ sở sử dụng loa pin để điều hành chỉ huy cuộc diễn tập.
