Thấy được vai trò quan trọng của YTTB trong công tác chăm sóc sức khỏe ban đầu tại cộng đồng. Đảng, Chính phủ, Bộ Y tế đã ra nhiều nghị quyết, chỉ thị và quyết định về tăng cường và củng cố mạng lưới y tế cơ sở, trong đó có YTTB. Một trong những văn bản có ý nghĩa quan trọng đối với YTTB là Thông tư số 07/2013/TT-BYT của Bộ trưởng Bộ Y tế về qui định chức năng, nhiệm vụ của YTTB, bao gồm cô đỡ thôn bản người dân tộc. chính thức đưa cô đỡ thôn bản là một chức danh trong hệ thống y tế Việt Nam. Thông tư đó đã giúp cho NVYTTB hiểu rõ hơn chức năng, nhiệm vụ của họ trong công tác chăm sóc, bảo vệ sức khoẻ nhân dân trong tình hình mới, là tiêu chí phấn đấu để họ hoạt động ngày một hiệu quả hơn. Tuy vậy, hoạt động YTTB cũng gặp phải nhiều khó khăn phức tạp như các hoạt động y tế khác, vì đối tượng phục vụ của họ chủ yếu sống ở nông thôn, vùng sâu, vùng xa, vùng đặc biệt khó khăn.
