Cải cách và tăng cường vai trò của hội nông dân, vai trò của các hiệp hội ngành hàng và các HTX nông nghiệp. Nâng cao vai trò của các tổ chức này trong việc cung cấp các dịch vụ công. Nâng cao vai trò giám sát của cộng đồng đối với các dịch vụ công và các hoạt động sử dụng nguồn lực chung. Cải cách thủ tục hành chính, tập trung hoạt động của Nhà nước vào những hoạt động quản lý chính (chính sách, quy hoạch, tiêu chuẩn...). Xóa bỏ cơ chế xin cho, chuyển sang đối tác khách hàng trong quản lý Nhà nước và giao thêm quyền tự chủ cho người dân cho phát triển nông thôn đặc biệt trong nông thôn mới.
