Sự bất lợi trong giao thương với Trung Quốc còn thể hiện rõ khi nhiều mặt hàng như mỹ phẩm, bánh kẹo, rượu... đã sản xuất được nhưng vẫn nhập.

Bà Ngọc khẳng định một phần không nhỏ hàng hóa Trung Quốc vào Việt Nam nhưng cơ quan chức năng không quản lý được. “Hàng lậu không thuế chắc chắn sẽ bóp chết sản xuất trong nước” - bà Ngọc cảnh báo.

Cũng theo bà Ngọc, không chỉ các địa phương giáp với Việt Nam, ngay cả những thành phố sâu trong nội địa Trung Quốc cũng thành lập các cục biên mậu để quản lý, hướng dẫn, cùng đó là các tổng công ty, công ty nhà nước để thúc đẩy thương mại tới Việt Nam.

Trong khi đó, chính sách trong thương mại với Trung Quốc của Việt Nam có rất nhiều nhưng chồng chéo, không rõ ràng và gây khó khăn cho chính công tác quản lý của Nhà nước, hoạt động doanh nghiệp. Việt Nam cũng thiếu các chính sách cụ thể hỗ trợ doanh nghiệp và thương nhân vùng biên.
