Nghị định mang tính chất hợp nhất các quy định về phí, lệ phí nằm rải rác ở nhiều văn bản quy phạm pháp luật trước đây như Nghị định số 57/2002/NĐ-CP, Nghị định số 24/2006/NĐ-CP Nghị định số 115/2011/NĐ-CP, Nghị định số 62/2015/NĐ-CP, Nghị định số 116/2005/NĐ-CP, Chỉ thị số 24/2007/CT-TTg, trong đó Danh mục phí và lệ phí đã được rà soát tổng thể, chuyển một số loại phí sang cơ chế giá (phí kiểm định, phí đấu thầu, viện phí, phí giám định tư pháp…), đưa ra khỏi Danh mục hiện hành một số khoản đã có nhưng chưa phát sinh; một số khoản đã dừng thu; một số khoản có cùng đối tượng điều chỉnh, cần rà soát, thu gọn, phân cấp quy định, quyết định và mức thu cho một số khoản phí, lệ phí cho UBND cấp tỉnh. Thuế môn bài được chuyển thành lệ phí môn bài. Nghị định có hiệu lực thi hành kể từ ngày 01/01/2017.
