Với thực trạng nhà nước ta hiện nay: Chức năng, nhiệm vụ của các cơ quan quản lý nhà nước còn chồng chéo, biên chế ngày càng tăng, tình trạng tham nhũng, tiêu cực chưa được ngăn chặn hữu hiệu, hiệu quả và hiệu lực quản lý nhà nước trên một số lĩnh vực chưa đáp ứng yêu cầu. Thủ tục hành chính gây tốn kém thời gian và nguồn lực xã hội bị lãng phí. . . .tình trạng này đã làm xói mòn lòng tin của nhân dân đối với Đảng và nhà nước. Do vây, yêu cầu đặt ra là phải làm như thế nào để củng cố được lòng tin của người dân rằng nhà nước ta là một nhà nước lý tưởng, đáng để nhân dân tin tưởng.
