Các thành viên tổ chuyên gia xét thầu chịu trách nhiệm đánh giá hồ sơ dự thầu của các nhà thầu trên cơ sở hồ sơ dự thầu, hồ sơ mời thầu (kể cả các văn bản làm rõ và bổ sung). Nội dung xét thầu cần phải được ghi vào báo cáo đánh giá hồ sơ dự thầu (BM/DA-04-09).
Báo cáo đánh giá hồ sơ dự thầu của tổ chuyên gia phải đầy đủ các phụ lục, việc đánh giá thầu phải đảm bảo tính khách quan và kết quả xét thầu phải chính xác
