Do điều kiện kinh tế đất nước gặp nhiều khó khăn, năm 1989, Bộ Quốc phòng cắt giảm bớt các đoàn an dưỡng, trong đó có Đoàn 298 biên chế chỉ còn 15 người. Trước tình hình đó, Đoàn phải tự tổ chức tạo công ăn việc làm cho cán bộ, công nhân viên tiến tới tự trang trải thu nhập. Ngoài việc khai thác cơ sở vật chất hiện có để làm dịch vụ, cán bộ, công nhân viên còn phải làm thêm đủ nghề để có thu nhập như khai thác thủy sản, chăn nuôi, bán bánh mỳ…
