Sửa đổi nhiều quy định về thanh toán không dùng tiền mặt
Chính phủ đã ban hành Nghị định 80/2016/NĐ-CP sửa đổi Nghị định 101/2012/NĐ-CP về thanh toán không dùng tiền mặt.
Theo đó, Nghị định quy định một số nội dung mới nổi bật như sau:
- Chỉ phong tỏa số tiền trong phạm vi bị nhầm lẫn, sai sót khi tổ chức cung ứng dịch vụ thanh toán phát hiện có nhầm lẫn, sai sót về chuyển tiền.
- Làm rõ khái niệm “Phương tiện thanh toán không dùng tiền mặt”, bao gồm: Séc, lệnh chi, ủy nhiệm chi, nhờ thu, ủy nhiệm thu, thẻ ngân hàng và các phương tiện thanh toán khác theo quy định của Ngân hàng Nhà nước.
- Quy định thêm đối tượng được cung ứng dịch vụ trung gian thanh toán là: Ngân hàng thương mại, chi nhánh ngân hàng nước ngoài được phép cung cấp dịch vụ “ví điện tử”.
- Bãi bỏ quy định “phong tỏa tài khoản khi tổ chức cung ứng dịch vụ thanh toán phát hiện có dấu hiệu gian lận, vi phạm pháp luật liên quan đến hoạt động thanh toán”.
