Trên cơ sở những đề xuất này , kết hợp với thực tiễn sản xuất của mỗi địa phương để xác định cơ cấu giống gồm 4-6 giống chủ lực, 4-5 giống bổ sung và 4-5 giống triển vọng mới; cơ cấu một giống không vượt quá 20% diện tích trên địa bàn. Để từng bước xây dựng cánh đồng lúa mẫu lớn vùng lúa hàng hóa chất lượng cao, các tỉnh cần rà soát quy hoạch những vùng sản xuất lúa đặc sản hoặc cao sản chất lượng cao với quy mô rộng (hàng ngàn ha) theo quy trình VietGap trên cơ sở có sự tham gia hoặc đặt hàng của doanh nghiệp kinh doanh xuất khẩu gạo. Một yếu tố quan trọng để cơ cấu giống được thực hiện và phát huy hiệu quả là tiếp tục tăng cường củng cố và đầu tư phát triển toàn diện hệ thống sản xuất và cung ứng giống lúa các cấp của cả hệ thống chính quy và nông hộ.
