Mặt khác việc đổi mới công nghệ không chỉ đơn giản là thay máy cũ bằng máy mới mà còn phải đổi mới cả một hệ thống quản lý cũng như nguồn nhân lực chất lượng cao đi kèm mà những điều này vẫn còn thiếu và yếu. Chiến lược phát triển KH&CN Việt Nam đến 2020 đã đặt ra yêu cầu tốc độ đổi mới công nghệ phải đạt 15-20% mỗi năm, nghĩa là sau khoảng 5 năm các doanh nghiệp Việt Nam phải đổi mới được một thế hệ công nghệ. Thực tế, đây là con số quá cao nhưng mặt khác cũng lại được coi là quá thấp đối với khoa học và công nghệ Việt Nam.
