1. Cơ quan quản lý nhà nước giám sát trực tiếp hoạt động BIDV (và các NH thương mại khác tại Việt Nam) là Ngân hàng Nhà nước Việt Nam.
NHNN Việt Nam là cơ quan ngang Bộ trực thuộc Chính phủ Việt Nam, chịu trách nhiệm trước Chính phủ thực hiện việc chức năng quản lý nhà nước về hoạt động ngân hàng, tiền tệ, ngoại hối; thực hiện chức năng của Ngân hàng Trung ương về phát hành tiền, ngân hàng của các tổ chức tín dụng và cung ứng dịch vụ tiền tệ cho Chính phủ; quản lý nhà nước các dịch vụ công thuộc phạm vi quản lý.
Hoạt động của NHNN Việt Nam chịu sự điều chỉnh trực tiếp của Luật Ngân hàng Nhà nước do Quốc hội Việt Nam thông qua ngày 16/06/2010.
