It is worrisome that the government funded the construction of social housing per year with impressive speed, only 124 000 units in 2011 at a cost of up to 13.5 billion euros. While, the number of vacant homes in present-day Paris equivalent of the number of houses built between 8-16 years with a total investment of 200 billion euros. So why is there this situation?
