NTMs have a breadth of expression, including the General limit or specific products, complex legal environment, export subsidies, limited license, and the full infrastructure. One thing that all of these forms have in common is they are more difficult to trade, and they limit the access of producers to markets.There has been a large increase in the use of NTMs; their overall importance has developed from the tax policy liberalization. Tariffs are taxes on imported products into a country. The WTO and the multilateral trade agreements and other bilateral has reduced tariffs, as they inhibit free trade and have correlated with lower welfare and economic efficiency, coupled with high poverty. The fact is that tariff liberalization alone have proven unsuccessful in providing genuine market access has created a focus on NTMs are barriers to market access.
