Đối với các gói thầu có giá trị lớn và thuộc thẩm quyền phê duyệt của HĐQT, Ban Tổng Giám đốc xem xét và Chủ tịch HĐQT ra quyết định phê duyệt kế hoạch đấu thầu (BM/DA-04-03)
