Toàn cầu hóa tạo điều kiện thu hút vốn đầu tư nước ngoài vào lĩnh vực khoa học và công nghệ, đặc biệt là sự đầu tư của các nước tiên tiến có nền khoa học và công nghệ phát triển cao như Mỹ, Nhật Bản, Hàn Quốc, Singapo. Sự tham gia liên doanh, liên kết trong hoạt động khoa học và công nghệ với các đối tác nước ngoài giúp cho các nhà khoa học và công nghệ Việt Nam có cơ hội tiếp cận với khoa học và công nghệ cao mà qua đó từng bước thu hẹp khoảng cách về kiến thức, kỹ năng nghiên cứu phát triển cũng như nâng cao năng lực sáng tạo khoa học-công nghệ của cá nhân và nền khoa học và công nghệ trong nước.
