Trong xu hướng hội nhập toàn cầu hóa hiện nay, Việt Nam đã và đang thực hiện chính sách mở cửa nhằm hội nhập với cộng đồng thế giới trên nhiều lĩnh vực kinh tế, chính trị, thương mại, du lịch, giáo dục, ……. Trong đó Giáo dục đóng vai trò quan trọng trong việc chuẩn bị nguồn nhân lực có chất lượng của mỗi đất nước và tạo cơ hội học tập cho mỗi người dân. Hệ thống giáo dục, chương trình và phương pháp giáo dục của các quốc gia tiếp tục được thay đổi nhằm xóa bỏ mọi ngăn cách trong các nhà trường, đáp ứng được yêu cầu mới phát sinh của nền kinh tế. Với cơ chế mở cửa đó ở nước ta thì ngoại ngữ đã trở thành phương tiện vô cùng quan trọng vì chỉ có ngoại ngữ mới có thể giúp chúng ta tiếp cận với thế giới văn minh, trao đổi văn hóa hữu nghị toàn cầu. Chính vì vậy, Bộ Giáo Dục và Đào Tạo đã xây dựng đề án dạy ngoại ngữ giai đoạn 2008 – 2020 nhằm chuyển từ việc dạy ngoại ngữ như một môn học sang dạy như một công cụ để sống, làm việc và hội nhập quốc tế. Xuất phát từ mục tiêu đó tiếng Anh đã trở thành ngoại ngữ số một được dạy ở nước ta và việc dạy cũng như học tiếng Anh ở các trường THCS cũng đã có những chuyển biến rõ rệt. Trong nhiều năm liền tiếng Anh đã trở thành một trong ba môn thi bắt buộc ở kì thi tốt nghiệp đối với bậc THPT, kì thi tuyển sinh vào 10 đối với bậc THCS ở nhiều địa phương . Tiếng Anh đã được phủ kín các trường từ bậc Tiểu học, THCS cho đến THPT và ở khắp nơi kể cả vùng sâu vùng xa.
