Một yếu tố quan trọng để cơ cấu giống được thực hiện và phát huy hiệu quả là tiếp tục tăng cường củng cố và đầu tư phát triển toàn diện hệ thống sản xuất và cung ứng giống lúa các cấp của cả hệ thống chính quy và nông hộ.
