Tổ chức điều tra, đánh giá lại đội ngũ công chức nhà nước; Sửa đổi hệ thống ngạch, bậc, chức danh hiện nay cho hợp lý; Cơ cấu lại đội ngũ công chức; Tổ chức tốt việc tuyển dụng, đánh giá, đề bạt cán bộ; Giảm biên chế hành chính, kiện toàn các cơ quan tổ chức; Phân cấp quản lý cán bộ hợp lý;
- Cải cách chế độ tiền lương hiện hành, xây dựng chính sách đãi ngộ hợp lý; Nâng lương tối thiểu; sửa cấp bậc lương; sửa đổi các khoản phụ cấp; tiền thưởng;
