Bà Rịa - Vũng Tàu là một tỉnh ven biển thuộc vùng Đông Nam Bộ, nằm trong vùng Kinh tế trọng điểm phía Nam , tiếp giáp tỉnh Đồng Nai ở phía Bắc, Thành phố Hồ Chí Minh ở phía Tây, tỉnh Bình Thuận ở phía Đông, còn phía Nam giáp Biển Đông, đô thị lớn nhất tỉnh là thành phố du lịch Vũng Tàu. Trước đây, các cơ quan hành chính tập trung ở thành phố Vũng Tàu. Từ ngày 2 tháng 5 năm 2012, tỉnh di dời toàn bộ trung tâm hành chính – chính trị về thị xã Bà Rịa (nay là thành phố Bà Rịa).
Tỉnh Bà Rịa – Vũng Tàu với diện tích 1989,46 km2, dân số 1,06 triệu người (thống kê năm 2014) bao gồm 08 đơn vị hành chính gồm thành phố Vũng Tàu, thị xã Bà Rịa (nay là Thành phố Bà Rịa) và 6 huyện: Long Điền, Đất Đỏ, Xuyên Mộc, Tân Thành, Châu Đức, và huyện Côn Đảo. Thành phố Vũng Tàu là trung tâm kinh tế, văn hóa (đô thị loại 1) và Thành phố Bà Rịa là trung tâm hành chính – chính trị của tỉnh (đô thị loại 3). Với tiềm năng lớn về dầu khí, hoạt động khai khoáng chiếm hơn 70% tỷ trọng trong GDP của tỉnh, là một trong những tỉnh đóng góp lớn nhất cho ngân sách Trung ương từ nguồn thu này. Bà Rịa Vũng Tàu cũng là một trong những tỉnh có mức sống cao nhất, với GDP bình quân đầu người cao hơn từ 2,5-3 lần so với trung bình cả nước trong suốt giai đoạn 2010-2014.
Với vị trí là cửa ngõ hướng ra biển Đông của các tỉnh trong vùng Kinh tế trọng điểm phía Nam, tỉnh Bà Rịa – Vũng Tàu hội tụ nhiều tiềm năng để phát triển các ngành công nghiệp kinh tế biển. Nằm trên trục đường xuyên Á, hệ thống cảng biển, đường quốc lộ, tỉnh lộ là những mạch máu chính gắn kết toàn diện Bà Rịa – Vũng Tàu với các tỉnh khác trên cả nước và ra quốc tế. Hệ thống đường bờ biển dài có nhiều vị trí thuận lợi cho xây dựng cảng biển; thềm lục địa và vùng biển rộng cung cấp nhiều tài nguyên quý như dầu khí, hải sản... đã tạo cho tỉnh vị trí quan trọng đặc biệt về phát triển công nghiệp nặng, công nghiệp cơ bản cũng như ngành thương mại, du lịch và ngành đánh cá
