Chừng nào các thị trường tư nhân không thể đảm bảo cung cấp hàng hóa và dịch vụ, mặc dù chi phí cung cấp thấp hơn chi phí mà các cá nhân có thể trả, thì có sự thất bại của thị trường mà trong trường hợp này gọi là thị trường không hoàn hảo. Một vài ví dụ điển hình về thị trường không hoàn hảo khi trên thị trường thiếu vắng một số lĩnh vực như không hoàn hảo về tín dụng, không hoàn hảo về bảo hiểm sản xuất hay không hoàn hảo về tiếp cận công nghệ.
