Nội dung cơ bản của chính sách đất

Nội dung cơ bản của chính sách đất đai mới như sau. (1) Đât đai thuộc sở hữu toàn dân do Nhà nước thống nhất quản lý. Nhà nước cung cấp nước và để nông dân sử dụng đất đai lâu dài để sản xuất nông nghiệp và lâm nghiệp. (2) Thởi hạn sử dụng đất là 20 năm cho đất trồng các cây 1 năm và 50 năm cho đất trồng cây lâu năm. (3) Trong thời gian sử dụng đất, nhân dân có nghĩa vụ phải đóng thuế đầy đủ. (4) Nhà nước cấp giấy chứng nhận quyền sử dụng đất cho người dân, trường hợp không thể cấp giấy chứng nhận luôn thì có thể cấp giấy chứng nhận tạm thời. Như vậy Việt Nam vẫn chính thức duy trì công hữu đối với đất đai dưới chế độ xã hội chủ nghĩa nhưng trên thực tế đã tư nhân hóa việc sở hữu đất đai.

So Vietnam is still officially maintained the property for land under the Socialist regime, but in fact has privatized the ownership of land.
