THE PEOPLE'S COMMITTEE OF QUANG NAM PROVINCE
Pursuant to the law on organization of the PEOPLE'S COUNCIL and PEOPLE'S COMMITTEE November 26, 2003;
Pursuant to Decree No. 67/NĐ-CP on 7/7/2014 of the Government on a number of fisheries development policies;
Pursuant to decision No. 346/QĐ-TTg dated 15/3/2010 of the Prime Minister approving the planning system of fishing port, Ben fish orientation to 2020, 2030;
Pursuant to decision No. 1349/QĐ-TTg dated 9/8/2011 of the Prime Minister approving the planning adjustment anchoring zone avoid stay fishing vessel for storms to 2020, orientation to 2030;
No. 6021/BNN-TCTS on 29/7/2014 of the Ministry of agriculture and rural development on the Organization of the implementing decree 67/2014/ND-CP;
Pursuant to decision No. 3602/QD-BNN-TCTS on 19/8/2014 of the Ministry of agriculture and rural development about issuing instructions about the number of new fishing vessel conducted pursuant to Decree No. 67/2014/ND-CP;
Pursuant to circular No. 22/2014/TT-NHNN dated Jan. 15/08/2014 of the State Bank of Vietnam about guide credit policy according to Decree No. 67/2014/NĐ-CP on 7/7/2014 of the Government;
Pursuant to circular No. 114/2014/TT-BTC on 20/8/2014 of the Finance Ministry about compensation levels guide interest rates due to the credit policy according to Decree No. 67/2014/NĐ-CP on 7/7/2014 of the Government;
Pursuant to circular No. 115/2014/TT-BTC on 20/8/2014 of the Ministry of Finance on guidance policy coverage provisions in Decree No. 67/2014/NĐ-CP on 7/7/2014 of the Government;
Pursuant to circular No. 117/2014/TT-BTC on 21/8/2014 of the Ministry of Finance on guidelines implementation of some articles of Decree No. 67/2014/NĐ-CP on 7/7/2014 of the Government;
Pursuant to circular No. 25/2014/TT-BNNPTNT on 25/8/2014 of the Ministry of agriculture and rural development regulation technical requirements for fishing vessel design;
Pursuant to circular No. 26/2014/TT-BNNPTNT on 25/8/2014 of the Ministry of agriculture and rural development regulation requirements for workshop equipment for the new facility, the human centipede, fishing vessel;
Pursuant to circular No. 27/2014/TT-BNNPTNT on 25/8/2014 of the Ministry of agriculture and rural development regulations on the content and the level of maintenance, repairing fishing vessel steel shell supported by Decree 67/2014/NĐ-CP on 7/7/2014 of the Government;
At the suggestion of the Department of agriculture and rural development in the Sheet number 323/TTr-SNN & RURAL DEVELOPMENT on 14/10/2014,
DECISION:
Article 1. Attached to this decision the plan implementing the Decree số67/2014/NĐ-CP on 7/7/2014 Government of Quang Nam province.
Article 2. The Department of agriculture and rural development (permanent body steering the implementation of the Decree 67/2014/NĐ-CP on 7/7/2014 of the Government) is responsible for chairing together with the local departments, implementation and synthesis of results; the exist problems periodically report the PPC, the central ministries to monitor and steer the review addressed.
Article 3. Chief of PPC; The Director of the Department: agriculture and rural development, finance, planning and investment, information and communication; Director of the State Bank branch; Chairman of the fisheries; Chairman of the district, City: Tam, The Mountain, the only Regular, Electric, Helicopter, Hoi; the Steering Committee members to implement the Decree 67/2014/ND-CP of the province and heads of the relevant agencies to base the decision enforced.
This decision is effective from the date of signing.

IMPLEMENTING DECREE NO. 67/2014/NĐ-CP on 7/7/2014 GOVERNMENT of QUANG NAM PROVINCE

A. THE PURPOSE OF THE REQUEST,
1. Purpose:
In order to implement the Decree No. 67/2014/NĐ-CP on 7/7/2014 of the Government on a number of fisheries development policy (Decree No. 67/2014/ND-CP) ensure:
-From 2014-2016, implementing credit policy, insurance policies and other policies to support the fishermen closed to new investment to modernize the fleet gradually caught offshore, promote formation of organization method of catching towards link, co-producer of the extraction process , combined with logistics services serving the catch and consume the product. At the same time, support the fishermen continue to rise off the ocean-caught seafood, clinging to ensure life, increasing income for fisherman, combined with national defense and security, contributes to the protection of the sea, island, national sovereignty, territory.
-The period 2014-2020, complete entered 10 projects are developed and implemented 6 projects of infrastructure invested fisheries (anchor zone stay boats, logistics area fishing, fishing port, the aquaculture focus) urgent nature, breakthrough to develop fisheries in the time to come in the direction of sustainability.
2. Requirements:
a) assigned responsibility, specific tasks of the ministries, local concerned ensure the good implementation of PPC on implementing Decree No. 67/2014/ND-CP.
b) determine the specific content of work, volume, tempo, time limit for completion of the project, the program was government regulation according to the priority order to create breakthroughs in the time to come.
B. THE CONTENT IMPLEMENTATION
I. PROPAGANDA, popular DECREE NO. 67/2014/ND-CP
1. Post, disseminate the content of Decree 66/2014/ND-CP on the Website, the Website of the Department of agriculture and rural development, the press agency of the local and

-The time limit for implementation: third quarter of 2014.
2. Organize trainings, conferences and disseminating the basic content of the Decree 67/2014/ND-CP to organisations and individuals involved in the 6th District, coastal city.
-Host: Department of agriculture and rural development.
-Coordinating agency: the State Bank branch, Department of finance, Vietnam Newspaper, radio and television.
-Deadline: September 9-10, 2014.
3. Integrating popular Decree No. 67/2014/ND-CP of the Symposium; Preliminary Conference, summed up in the coastal town.
-Host: the coastal town.
-Coordinating agency: fishing Festival Quang Nam and the departments and unions involved.
-Implementation period: third quarter-4th quarter 2014.
II. ESTABLISHMENT of the STEERING COMMITTEE and the STEERING COMMITTEE to HELP IMPLEMENT DECREE NO. 67/2014/ND-CP
The Steering Committee and the Steering Committee was established at the provincial people's Committee decision số2860/QD-UBND on 19/9/2014 is responsible for emergency deployment of the content of the Decree No. 67/2014/NĐ-CP on 7/7/2014 of the Government on a number of fisheries development policies on the province of Quang Nam.
III. Programs, FISHERIES DEVELOPMENT PROJECT 2014-2020
-Continue to implement complete mined 2 anchoring Zone investment project to avoid fishing vessel for storm Door stay underwater, in Southern HO CHI MINH CITY, Hoi An, cam and Area infrastructure projects-like aquatic production concentrated in South Binh Thang Binh District, with total investment is: 76919 million.
Strive to implement 12 projects essential infrastructure items of fishing port, mooring area to avoid the infrastructure in the storm and stay aquaculture focus in priority order.
1. list of priority investment projects from 2014-2016:
a) projects are implemented:
-Anchoring project avoid storm for Ancient fishing vessel to stay, in Southern HO CHI MINH CITY, Hoi An, cam.
-Infrastructure projects like production area fisheries concentrated, in South Binh Thang Binh District.
b) complete project profile:
-Project at the Jetty moored fishing vessel Safety for the storm to stay to avoid the peace, district of The Mountain.
-Anchoring Zone extension project vessels and combined to build the Red Tide fishing port, the only district.
-Anchoring project avoid storm Door fishing vessel for the great stay at Cam Thanh Township, the city of Hoi An.
-Investment projects to build infrastructure in the region aquaculture focus in Mountain districts, Dr. Tan.
2. priority investment projects in the period 2016-2020:
-The project market, fishing ports and aquaculture in Tan Quang, Nui Thanh district.
-The investment project of building the Center just like the brackish saltwater aquaculture Pingnan, Promoted peace.
