Về việc giảm thuế thu nhập doanh nghiệp cho doanh nghiệp sản xuất ôtô, thông thường, động thái này chỉ cần và nên thực hiện vào thời điểm các doanh nghiệp trong ngành công nghiệp nào đó gặp khó khăn nghiêm trọng do biến động bất lợi của môi trường kinh doanh, đe dọa đến sự sống còn và công ăn việc làm trong ngành. Hoặc vào thời điểm mới tạo dựng ngành đó, Chính phủ cần phải có những khuyến khích tài chính đặc biệt hỗ trợ cho doanh nghiệp tồn tại và phát triển.
Đành rằng đến năm 2018 Việt Nam sẽ phải mở cửa ngành ôtô nội địa cho cạnh tranh trong khu vực với thuế nhập khẩu không chỉ linh kiện mà cả ôtô nguyên chiếc là 0%. Nhưng nhìn rộng ra cả nền kinh tế thì không chỉ có ngành công nghiệp ôtô nội địa mà còn nhiều ngành kinh tế khác cũng bị đe dọa một cách tương tự.
