- Về nhận thức: Chuyển từ mô hình hành chính – bao cấp sang nền kinh tế vận hành theo cơ chế thị trường; nhận thức của nhiều cấp vẫn trông chờ vào nguồn lực của Nhà nước trong khi nguồn NS còn quá thấp so với nhu cầu.
- Các chính sách ưu đãi, khuyến khích sự tham gia của khu vực tư chưa được hoàn thiện và thống nhất: còn chồng chéo giữa chính sách an sinh xã hội, chính sách hỗ trợ cho người nghèo trong cung cấp dịch vụ công;quyền sở hữu tài sản, sử dụng đất, khả năng tiếp cận vốn cho các dự án PPP và tiếp cận tín dụng còn khó khăn, quy hoạch cung cấp nước còn nhiều hạn chế và có thể có rủi ro về nguồn nước nhất là trong điều kiện BĐKH,
- Chậm triển khai các nghiên cứu, ứng dụng tiến bộ KHCN; thiếu những công nghệ cấp nước, nhà vệ sinh giá rẻ phù hợp với vùng nghèo;
