2.Những nội dung nghiên cứu liên quan đến việc giải quyết tình huống:
a)Sự ra đời của ngành điện và vai trò của điện năng trong đời sống xã hội:
Năng lượng là một trong những phần cơ bản của địa cầu giúp cho nhân loại sống và tồn tại.Trong lịch sử, việc phát minh và sử dụng các nguồn năng lượng mang ý nghĩa quyết định cho sự phát triển của loài người. Từ việc tìm ra lửa, con người đã biết ăn chín, uống sôi, sưởi ấm, xua đuổi thú dữ, góp phần khai phá nền văn minh đầu tiên của nhân loại. Sau này, dần dần chúng ta biết khai thác than đá, dầu mỏ, khí đốt ... là những nguồn năng lượng tự nhiên để sử dụng trong đời sống. Đến những năm đầu của thế kỷ 18, con người bắt đầu biết đến năng lượng điện; tuy nhiên phải đến năm 1879, nhà khoa học người Mỹ Thomas Edison với phát minh ra bóng điện đã đánh dấu mốc quan trọng trong lịch sử loài người nói chung và ngành điện nói riêng. Con người đã chế ngự được một thứ năng lượng kỳ diệu và dùng nó để làm cho cuộc sống tiện lợi hơn.
Ngày nay, điện năng là nguồn năng lượng gần như không thể thiếu được trong mọi hoạt động sản xuất, sinh hoạt, học tập, giải trí của con người. Nhờ các nguồn điện đã về khắp nơi nên trẻ em đã có ánh sáng đèn để học tập thay cho ánh sáng tù mù từ cây đèn dầu hay một cây nến nhỏ. Các nông trại cần đèn điện để thắp sáng chuồng gia súc, gia cầm và sưởi ấm cho chúng cũng như sử dụng cho các nhu cầu khác của gia đình. Có một nguồn năng lượng điện ổn định là cơ sở để các ngành công nghiệp, nông nghiệp, dịch vụ có thể phát triển; các nhà máy, xí nghiệp, văn phòng cần có thể duy trì hoạt động sản xuất, giao dịch, đóng góp cho sự phát triển của nền kinh tế nước nhà.
b) Thực trạng sử dụng điện lãng phí hiện nay và hậu quả:
Với một nước có nền kinh tế đang phát triển như Việt Nam, nhu cầu sử dụng năng lượng điện phục vụ các ngành nông nghiệp, công nghiệp, dịch vụ rất lớn. Bên cạnh đó, điện năng phục vụ sinh hoạt ngày càng cao khiến nước ta đứng trước nguy cơ mất cân đối giữa khả năng cung cấp và nhu cầu tiêu thụ điện năng; từ một nước xuất khẩu thành một nước nhập khẩu năng lượng. Theo số liệu từ Bộ Công Thương, hiện Việt Nam có tỉ lệ điện dùng cho ánh sáng sinh hoạt chiếm tỉ lệ 41,7%, cao hơn nhiều so với các nước, chẳng hạn như Hàn Quốc là 14,4%, Đài Loan 21,7%, Thái Lan 22%... Điện dùng cho sinh hoạt cao là yếu tố chính gây mất cân đối của hệ thống điện trong giờ cao điểm, ảnh hưởng xấu đến hiệu quả đầu tư hệ thống điện. Bên cạnh đó, thực trạng sử dụng điện lãng phí, thiếu kiểm soát là một trong những nguyên nhân cơ bản tạo nên gánh nặng cho việc sản xuất và cung ứng của Điện lực Việt Nam hiện nay. Theo tính toán, mức lãng phí điện năng của Việt Nam cao gấp 1,5 - 6 lần so với thế giới. Hiện tượng lãng phí trong sử dụng điện có thể bắt gặp ở bất cứ đâu, từ hộ gia đình cho đến các cơ quan, doanh nghiệp, nơi công cộng. Nhiều nhà hàng, khách sạn, để trang trí, quảng cáo đã bố quá nhiều đèn và phấn lớn là dùng bóng đèn sợi đốt, trời chưa tối nhưng đã bật sáng cả một khoảng trời. Nhiều vùng nông thôn còn mắc đèn ngõ, xóm bằng bóng đèn sợi đốt từ 100-300W, hiệu suất chiếu sáng của bóng đèn kém, ánh sáng không đều mà lượng điện tiêu thụ quá lớn gây lãng phí. Tại nhiều công ty, cơ quan nhà nước, trường học thường không tắt các thiết bị điện khi ngoài, để điều hòa từ 160-180; phòng làm việc thường đóng kín cửa, buông rèm và bật đèn, không tận dụng ánh sáng tự nhiên.
