Việt nam và liên minh châu âu chính thức thiết lập quan hệ ngoại giao từ ngày 28/11/1990. Hiện nay, VN và EU đang nỗ lực nâng quan hệ song phương lên một tầm mới. Minh chứng rõ nhất là những hoạt động tích cực nhằm chuẩn bị cho việc ký kết Hiệp định Đối tác và Hợp tác thay thế cho hiệp định khung được kí kết năm 1995. PCA được coi là khung pháp lý mới, đáp ứng nhu cầu của cả hai phía nhằm tạo điều kiện để mối quan hệ VN-EU phát triển hơn nữa trên cơ sở bình đẳng và cùng có lợi. Với Hiệp định này, triển vọng hợp tác giữa VN và EU sẽ ngày càng mở rộng và phát triển toàn diện hơn.
