Việt Nam đã thành công trong nỗ lực giảm tỷ lệ nghèo từ hơn 60% vào năm 1990 xuống còn 18.1% vào năm 2011 phần lớn nhờ tốc độ tăng trưởng kinh tế cao, với mức tăng bình quân 8-9% mỗi năm. Duy trì được đà tăng trưởng kinh tế hiện nay là điều kiện cần nhưng chưa đủ. Tăng trưởng phải đi liền với bình đẳng và phải mang lại lợi ích cho tất cả các vùng và các nhóm dân cư trong nước. Phần đông người nghèo ở Việt nam sống trong hoàn cảnh tách biệt - về mặt địa lý, dân tộc, ngôn ngữ, xã hội và kinh tế. Kinh nghiệm của các nước khác cho thấy rằng lợi ích thực sự của tăng trưởng kinh tế ít đến được với các nhóm người chịu thiệt thòi này.

Vietnam has been successful in its efforts to reduce the poverty rate from over 60% in 1990 to 18.1% in 2011 in large part thanks to high economic growth, with an average of 8-9% per year. To maintain the momentum of the current economic growth is necessary but not sufficient condition. Growth is associated with equality and to bring benefits to all regions and population groups in the country. Much of the poor in Vietnam live in separate circumstances-geographical, ethnic, linguistic, economic and social. The experience of other countries shows that the real benefits of economic growth at least to be with groups who suffer disadvantage.

Maintaining economic growth momentum is now necessary but not sufficient condition. Growth must be accompanied by equal and should bring benefits to all regions and population groups in the country. The majority of the poor in Vietnam living in isolated circumstances - in terms of geography, ethnicity, language, social, and economic. The experience of other countries shows that the real benefits of economic growth less accessible to disadvantaged groups this.
