Vietnam has been successful in its efforts to reduce the poverty rate from over 60% in 1990 to 18.1% in 2011, largely thanks to the speed of economic growth, with an average increase of 8-9% per year. Maintaining economic growth momentum is now necessary but not sufficient condition. Growth must be accompanied by equal and should bring benefits to all regions and population groups in the country. The majority of the poor in Vietnam living in isolated circumstances - in terms of geography, ethnicity, language, social, and economic. The experience of other countries shows that the real benefits of economic growth less accessible to disadvantaged groups this.
