C1. Biện pháp nâng cao nhận thức
C1.1. Truyền thông, nâng cao nhận thức và trách nhiệm của cộng đồng trong việc hỗ trợ người nghiện điều trị cai nghiện
Cần đẩy mạnh công tác tuyên truyền và phải thực hiện thường xuyên, lâu dài. Để có thể làm tốt được công tác này thì nhân viên Quản lý trường hợp phải phối hợp với các ban, ngành, đoàn thể ở địa phương tổ chức tuyên truyền, phổ biến sâu rộng trong mọi tầng lớp nhân dân nhằm nâng cao ý thức trách nhiệm của mọi người, mọi ngành về công tác cai nghiện, tạo sự chuyển biến mạnh mẽ về nhận thức và hành động trong toàn xã hội; từ đó huy động, kết nối các nguồn lực trong cộng đồng cho việc hỗ trợ điều trị nghiện tại các Trung tâm Giáo dục - Lao động xã hội, các Cơ sở điều trị Methadone. Hình thức tuyên truyền ở đây phải là trực tiếp, đặc biệt có những gương cai nghiện thành công đến nói chuyện, giao lưu, chia sẻ giúp tạo động lực cho người nghiện cai nghiện hoặc thông qua các phương tiện thông tin đại chúng một cách gián tiếp như Đài phát thanh, truyền thanh, truyền hình.
Đẩy mạnh các chương trình dịch vụ hỗ trợ xã hội dành cho người nghiện, tạo điều kiện cho người nghiện được tham gia vào các hoạt động xã hội, được tiếp cận các dịch vụ chăm sóc sức khỏe về tâm lý, tình cảm, chăm sóc về đạo đức, giao tiếp xã hội, vui chơi giải trí. Đồng thời tuyên truyền cho gia đình người nghiện hiểu và luôn hỗ trợ động viên để người nghiện tuân thủ điều trị theo đúng yêu cầu của chương trình đó là: Đúng, đủ, đều.
C1.2. Rà soát, thống kê, lập hồ sơ, phân loại người nghiện tại các Cơ sở điều trị; Xây dựng cơ sở dữ liệu phần mềm quản lý thống nhất quản lý chung

Thực hiện tốt chính sách hỗ trợ các cơ sở sản xuất kinh doanh trong việc vay vốn ưu đãi, ưu tiên mặt bằng sản xuất hoặc hỗ trợ chi phí đào tạo nghề.
C3. Biện pháp nâng cao năng lực, trình độ cho nhân viên công tác xã hội
Chất lượng và hiệu quả của hoạt động công tác xã hội được quyết định một phần rất lớn bởi năng lực, trình độ của nhân viên Quản lý trường hợp. Chính vì vậy việc nâng cao năng lực, trình độ cho nhân viên công tác xã hội là việc làm hết sức cần thiết và quan trọng.

Như vậy khi được đào tạo một cách có bài bản thì nhân viên sẽ có thêm kiến thức chuyên môn, hiểu biết thêm về các dịch vụ xã hội cũng như các nguồn lực trong xã hội cùng với sự am hiểu về kỹ năng làm việc với người nghiện ma túy.
- Cơ sở điều trị cần thực hiện tốt vai trò là cầu nối giữa người nghiện với các tổ chức xã hội, các dịch vụ xã hội có trong và ngoài cộng đồng để họ tham gia hỗ trợ cho các đối tượng tại Cơ sở điều trị, đảm bảo huy động tối đa mọi nguồn lực vào các trợ giúp cho người nghiện.
- Bản thân người nhân viên công tác xã hội phải luôn trao dồi những phẩm chất đạo đức, cố gắng tìm hiểu học hỏi và tự trang bị cho mình những kiến thức, kỹ năng về công tác xã hội để có thể trợ giúp cho đối tượng một cách tốt nhất và đáp ứng được các yêu cầu ngày càng cao của nghề.
