1/ Trong giai đoạn ngắn hạn và trung hạn, Chính phủ (TW và địa phương) cần tiếp tục đảm bảo ngân sách cả đầu tư và chi thường xuyên trong đó có kinh phí mua ARV; kết hợp với việc đẩy mạnh xã hội hóa, đa dạng hóa các nguồn kinh phí từ viện trợ, từ tư nhân và doanh nghiệp cho điều trị ART. Tăng dần tỷ trọng đảm bảo tài chính cho điều trị HIV/AIDS bao gồm cả kinh phí mua ARV bằng nguồn Quỹ BHYT.
