Nguồn ngân sách nhà nước cấp qua Chương trình mục tiêu quốc gia phòng, chống HIV/AIDS thời gian qua mới đáp ứng được 5-6% số lượng ARV cho tổng số bệnh nhân đang được điều trị. Bộ Y tế làm đầu mối mua sắm ARV theo hình thức đấu thầu rộng rãi trong nước. Do số lượng mua sắm ít và hạn chế về hàm lượng, chủng loại, nên giá thành còn cao. Riêng năm 2015, Chính phủ tăng kinh phí mua ARV lên 83 tỷ VNĐ, gấp 4 lần so với các năm trước và chiếm khoảng 20% tổng giá trị ARV cung ứng cho điều trị ART của Việt Nam. Kết quả đấu thầu tốt đã giúp mua được các mặt hàng thuốc với giá tương đương và thấp hơn mặt bằng do các tổ chức PEPFAR và Quỹ toàn cầu mua.
