Quy trình triển khai hoạt động quỹ

Quy trình triển khai hoạt động quỹ sáng kiến như sau:
- BQL quỹ họp đại diện các thôn phổ biến về quy trình và các nguyên tắc của Quỹ sáng kiến;
- Các thôn họp để đánh giá hiện trạng và lựa chọn hoạt động ưu tiên, sau đó thành lập nhóm cộng đồng (5 người trở lên, cân đối nam - nữ và có sự tham gia của người nghèo, người thiệt thòi). Mỗi nhóm cộng đồng phụ trách một hoạt động đã được lựa chọn, gọi là tiểu dự án (TDA);
- Nhóm cộng đồng (được một thành viên BQL quỹ hướng dẫn) viết đề xuất TDA theo mẫu có sẵn, bao gồm các nội dung như tên TDA, đối tượng hưởng lợi, mục tiêu, các kết quả, các chỉ số đo kết quả, dự toán ngân sách;
- BQL quỹ xét duyệt TDA: BQL quỹ tổ chức họp để các Nhóm cộng đồng trình bày đề xuất các TDA, BQL phân tích đánh giá và lựa chọn Nhóm cộng đồng để hỗ trợ (theo hình thức biểu quyết). Các tiêu chí BQL sử dụng để lựa chọn TDA được Quỹ hỗ trợ gồm (i) Mức độ khó khăn của thôn (ưu tiên thôn đặc biệt khó khăn, cách xa trung tâm; (ii) hoạt động đề xuất hỗ trợ phù hợp với nhu cầu người dân và định hướng phát triển của xã; (iii) TDA có hình thức tổ chức triển khai công khai minh bạch; iv) Mức độ huy động đóng góp các nguồn khác ngoài Quỹ (của cộng đồng, của các tổ chức, cá nhân khác, doanh nghiệp…) vào thực hiện TDA (TDA huy động được đóng góp nhiều được ưu tiên cao hơn).

Operational deployment process innovation grants as follows:
- Fund Management Board meeting represents the popular village on the process and the principles of the Initiative;
- The village meeting to assess the situation and choosing priority actions then established community groups (5 people or more, balancing the male - female and with the participation of the poor, the disadvantaged). Each community group in charge of the operation was chosen, called subprojects (TDA);
- Community Group (a member of the fund management board instructions) written in the form proposed TDA is available, including internal TDA things like name, beneficiaries, objectives, results, indicators measuring results, the draft budget;
- approved the Management Board TDA funds: fund Management Board held a meeting for the community group presented proposals the TDA, MB analysis and evaluation and selection of the community group to support (in the form of voting). The criteria used to select the Management Board was TDA Support Fund (i) The degree of difficulty of the village (rural priorities extremely difficult, away from the center; (ii) support the proposed activities fit the needs of people and the development of social orientation; (iii) has the form TDA implementing transparency; iv) the level of contributions mobilized other sources of funds (community, organizations and other individuals, businesses ...) on the implementation of TDA (TDA mobilized contribution is higher priority).
