Đối với đơn khiếu nại không thuộc thẩm quyền giải quyết của Đoàn luật sư thì Trưởng bộ phận phụ trách quyết định không thụ lý. Đồng thời trong vòng 30 ngày làm việc có văn bản trả lời, hướng dẫn cho người khiếu nại. Việc trả lời, hướng dẫn chỉ thực hiện một lần đối với một vụ việc. Trường hợp người khiếu nại có gửi kèm các giấy tờ, tài liệu là bản gốc liên quan thì trả lại các giấy tờ, tài liệu đó.
