Kết luận Hội thảo ông Trần Thành Hà, nhấn mạnh sự cần thiết phải có quy chế phối hợp giữa hai địa phương về quản lý tài nguyên nước và môi trường lưu vực sông Vu Gia – Thu Bồn, các quy định của pháp luật cũng tương đối đầy đủ, nếu chúng ta thực hiện đúng đầy đủ thì tốt tuy nhiên thực tế vẫn còn có những bất cập, chưa hiệu quả. Đặc biệt trong quản lý tài nguyên nước từ kinh nghiệm của các nước phát triển và xu hướng của thế giới đang tích cực thực hiện là quản lý tổng hợp, giữa các địa phương phải có trách nhiệm với nhau để trách các xung đột lợi ích ảnh hưởng đến nguồn tài nguyên lưu vực. Hai địa phương cần chia sẽ thông tin kịp thời để cùng hiểu nhau, những vấn đề nào vượt thẩm quyền của hai địa phương thì cần thống nhất hai bên để kiến nghị đến cấp Trung ương để đạt hiệu quả.
