Chính sách này không hoàn toàn phù hợp với tình hình mới. Để nâng cao đổi mới sản xuất nông nghiệp và cải cách nông thôn, năm 1993 chính phủ Việt Nam đã sửa đổi và ban hành chính sách đất đai mới. Chính sách đất đai mới giao đất cho người dân để sản xuất góp phần ổn định xã hội, nâng cao sản xuất và giảm tỷ lệ đói nghèo.
