Tỷ giá hạ nhiệt được cho là do luật siết ngoại tệ mới của NHNN. Cụ thể, từ ngày 5/10, ngân hàng chỉ được phép bán ngoại tệ đối với các doanh nghiệp xuất trình giấy tờ và chứng từ chứng minh mục đích, số lượng, thời hạn thanh toán và chỉ được mua ngoại tệ giao ngay trước thời hạn thanh toán 2 ngày. Yêu cầu này của NHNN cho thấy sự quyết liệt trong ngăn chặn đầu cơ ngoại tệ.

Lower the heat rate is attributed to the law on SBV's new currency squeeze. Specifically, from 5/10, banks are only allowed to sell foreign currencies to the business license and certificate from the demonstrated purpose, amount, payment term and only buy foreign currency for immediate delivery before the deadline of payment 2 days. This requirement of SBV shows the fierce blocking foreign currency speculation.

Rate of cooling has been attributed new law tightening of central bank foreign currency. Specifically, the date 5/10, banks are only allowed to sell foreign currency to businesses to produce papers and documents proving the purpose, amount, billing period and can only be bought for spot before 2 day billing period. This requirement of the central bank showed determination in preventing currency speculation.
